Technological innovation is rapidly evolving and aligned with the development of characteristic of modern society which has high mobility, seeking flexible, easy-to-reach services and pursue efficiency in all aspects. Every company has to understand what is happening in the market and what the consumer wants. The development of technology information and telecommunications is not only an instrument of increasing the effectiveness and efficiency of business, but has become a promising business area.
The effort to transfer science and technology today has become an important problem for all nations, both advanced and developing country. The effort of transferring science and technology is defined as the use of technology knowledge together with other resources to integrate (assimilate) and adapt existing technology or create new technology. There are three reasons of the importance of the transfer of knowledge and technology as well as its use in the world of education, first, international competition increasingly becomes "technology driven" which means driven by technology. Second, the cycle of new product development and new process becomes shorter. Third, the comparative advantage of a country (economist) or a company is continuously influenced by various changes.
Currently the race to create, master and apply new technology has indeed put developing countries in a disadvantageous position because they cannot be in the forefront. For most developing countries, new technologies cannot be developed locally but must be obtained from the outside. But the effort to get it from the outside encounters many experienced barriers associated with the issue of intellectual rights (or property rights) or the cost of technology transfer is high enough. In addition, the difficulties faced also come from the limitation of financial and human resources.
Therefore, for developing countries, the most appropriate policy of technological mastery and its utilization is to build absorptive capacity through technological transformation in the sense of studying, adjusting and if possible, improving the available foreign technology with the aim of gaining competitive advantages. In this way it is possible to transfer science and technology or to shift the mastery of intermediate technology in high and new technologies.
With all the conditions that occur today with various constraints, then we intend to bring together and explore the idea to find the best way out. ICOSTI is an international conference that seeks the best strategy for developing science and technology innovation. ICOSTI is a tool for innovators to show their innovative results in order to create a competitive advantage over their work. The competitive advantage is expected to promote sustainable economic growth and prosperity worldwide.
